wontfix in the sense of "Will not be developed as part of the OpenOffice.org
suite itself".
Doing such a check would be more suitable for an extension, one that checks
grammar and similar.
As you already wrote yourself: The requirements are so diverse, every language
has different requirements, thus it will not be feasible to do everything in
OOo
itself.
For the space before punctuation, esp. french: see issue 17169 - this feature
will be available in OOo 3.3
