To reproduce, open up Writer or Calc (have not tested on other applications but 
I would guess the same result for other apps), go to customize->keyboard.  Make 
a simple keyboard assignment change.  Then hit the save button.  Name the file 
and save.  Look at the properties of the saved file.  The file length is 0.

Delete your keyboard customization and then try loading the customization 
configuration file.  As expected, there are no modifications to the keyboard 
settings.

So as it is now, there is no way to save the keyboard customization.

This has been reproduced on Mac OS X and Windows XP, Windows Vista, and Windows 
7.
