The DTD belongs to the OpenOffice.org XML file format that was used by
OpenOffice.org 1.x. That format is similar to ODF, but it is not ODF.
These files indeed are unmaintained, because the OpenOffice.org XML file format
is nowadays unmaintained in favor of ODF.
