Still reproducible with "Ooo-Dev 3.2.1 multilingual version English UI WIN XP:
[OOO300m14 (Build 9489)]"!

I see that as a bug. When I Enter 0,1 into a cell (what will be shown as 0,1,
modify format to "Fraction" and see "1/9", that is some more than  unexpected.

And indeed, the "workaround" format code "# ??/??" should be used as default,
that would lead to a much better result.
