Ok, the problem is that once upon a time, the dreaded overlord marco b, lets
call him the skipper, forced the poor slave bees of the stardiv hive to add the
writer bullets to the impress application. That never worked out and that never
will be. The new NumBulletItem shares redundant information with the LRSpaceItem
therefor the LRSpaceItem is altered whenever we have a bullet in a paragraph.
When the third line without a bullet is created it nevertheless inherits its
wrong LRSpaceItem from the previous paragraph.

And yet it looks much uglier in OOo 2.0 than in OOo 1.0 because of the ms
interop enhancement from issue 25244

I send this issue to the poor soul currently responsible for the outliner
component but I advice not to change anything until we completly junk it and
have  a new one or just use the writer. The risk to break anything is way to
high for a x.0.x release. Also since it does not fullfill the patch criteria
anyway since there is a workaround I also retarget this to OOo Later
