Thank you for your perseverance with this issue. I have done some more
experimenting and I believe I now understand the problem more completely.

"Edit Points" is indeed active when I select the line. (Am I right in suspecting
that the value of the "Edit Points" toggle is saved in the file?) Deselecting
"Edit Points" does not make the "Line and Filling" toolbar reappear. However, if
I now deselect the line (with "Edit Points" disabled) and reselect it, the "Line
and Filling" tb remains visible.

So to summarize:

- Select a line with "Edit Points" deactivated: "Line and Filling" tb stays 
visible

- Now, go into "Edit Points" mode: "Line and Filling" tb disappears

- Exit "Edit Points" mode: The "Line and Filling" tb does not reappear.

The last of these points would appear to be a real issue -- I think most users
would expect the "Line and Filling" toolbar to reappear once they exit Edit
Points mode.

The fact that "Line and Filling" disappears in Edit Points mode, OTOH, appears
to be "behaviour by design". However, I don't quite understand _why_ it works
like this -- is there any reason why "Line and Filling" should be unavailable
when "Edit Points" is active (I presume there is)?
