The tip window is moved if the mouse pointer is at the position where the tip
would be. The new position, left and above the mouse pointer, overlaps the
formula then.
PL: If a new flag is introduced to disable looking at the mouse position, it
should be added to the Help::ShowTip call in ScInputHandler::ShowTipBelow,
sc/source/ui/app/inputhdl.cxx.
