I think, that it is duplicate to issue 7316, which was closed with 'wontfix',
and to issue 103955.
With copying the row it is in the clipboard. When you then shift the cells
(=insert a row) the clipboard does not know about this operation. So the
original content is inserted.
You can solve your problem for example:
First insert a row, which will adapt the reference and then copy&paste the
content without "special".
or
Use a name instead of the direct reference.
The behavior of conditional formatting is a different problem. It is already
tracked in issue 97254.
You can solve your problem with conditional formatting too, when you use a name
instead of the direct absolute reference, because names are adapted, when the
referenced cell moves.
