2010 -------
It looks like a feature/bug of Times New Roman which is trying to get a pseudo
ligature.

At least Wordpad (which has no kerning feature) displays the same.

Found on the Net:
http://www.flounder.com/bush2.htm (no warranty about the seriousness of this
page!) which shows this problem under "The effects of kerning when kerning pairs
are used in the example"
