Thanks for the comment, apologies for missing the abvious. I figured it out 
shortly after this post.
I normally have all images at 300DPI, just missed that step with this one. 

The issue is therefore not the size of the image, its the DPI (or resolution), 
for PDF's get exported to a standard DPI of 100, if you have image of lower 
DPI, 
this issue is the result. the amount of pixels wont make a difference, ie, a 
picture can have 1200x900 pixels and still be set to a DPI of 72.

Thx for the help, feel free to close this issue, 
(maybe a thought for future releases is a warning if Draw contains an image < 
100DPI when exporting to PDF.)
