This is no bug, you just only have to reduce the image resolution.
following settings were used in version 1.1.4:
screen (color picture)
resolution: 72
jpeg quality:30
screen (black&white)
resolution: 300
jpeg quality:30
print (color picture)
resolution: 300
jpeg quality:60
print (black&white)
resolution: 300
jpeg quality:60
press (color picture)
resolution: 300
jpeg quality:80
press (black&white)
resolution: 300
jpeg quality:80
now in OOo 2.0 you will be able to create even smaller pictures.
