I downloaded OOo 3.2.1 RC1 (OOO320m17, Build 9498) and was testing the whole thing on all of my versions of the document. The problem isn't fixed, but I noticed something that might help clarify things. It appears that the text wasn't formatted only with styles, but for some unknown reason it had individual markup applied to some portions of it. After I edited the whole document and removed every custom formatting, the problem is gone and layout doesn't break anymore in this version of the document.
