Reproducible with "Ooo 3.1.1 WIN XP DE[OOO310m19 (Build 9420)]"! and with
"Ooo-Dev 3.3 multilingual version English UI WIN XP: [DEV300m78 (Build 9501)]":
Button and menu
'Format -> Merge Cells' only are available if only one area (due to report:
'A2:B2') to merge is selected. If more areas are selected (due to report:
'A2:B2', 'C4:C5' menu item and button are greyed out and not available.
