Everything I have said is wrong ;-)
os called me and said that there should have been an options or something else
in order to get a numbering according the locale.
Thus, I had a further look:
- switch OOo's locale to "Arabic (Egypt)"
- create new text document
- apply default numbering to a paragraph
--> it is numbered with "1."
- open the Bullets and Numbering format dialog for the numbered paragraph and
switch to pane Options
- choose entry "Native Numbering" in the Numbering list box
- confirm the format dialog
--> The numbering changed to your expected numbering
Thus, no feature enhancement necessary to fulfill this request.
I will close this issue as WORKSFORME
