from the description it appears that the KDE4 file picker does not encode file
names that contain "#" into URLs properly.
if the "#" is not encoded, it becomes a fragment separator, and effectively
terminates the file name.

do you know who is responsible for the KDE4 file picker?
do we even ship that?
