Test compiling the data first gave a tag mismatch error, LC_INDEX needs to be
closed so that it reads <LC_INDEX ref="ar_EG"/>
After having done that the following was given:
Error: ThousandSeparator is an ' ' ordinary space, this should be a non-breaking
space U+00A0 instead.
Error: ListSeparator not ';' semicolon. Strongly recommended. Currently
required.

I changed the ListSeparator to ';' semicolon.
I changed the ThousandSeparator to non-breaking space and adapted all format
codes.
The Time100SecSeparator errors are because in the time format codes a '.' dot is
used instead of the '٫' U+066B character defined with Time100SecSeparator, I
corrected that.
Also changed the C01 locale ID to 1401 in the replaceTo value, C01 is ar-EG,
1401 is ar-DZ
