I agree with you that it can be defined manually in the Format-Bullets and
Numbering, but I do not see why "the indentation area is too narrow to host the
bullet symbol AND the tab defined in the BulletNumbering dialog". The area in
the second table is even more narrow, but there is no problem. Each table column
has its own spacing for bullets, so the fact that the first column in the third
table is narrow should not have an effect on formatting in the third column,
which is wide enough. For me, this issue is not resolved yet. From your
explanation, it appears to me that the software is incorrectly using the width
of the first table column when deciding whether a tab stop for the third column
can be created using mouse clicking in the horizontal ruler.
