First hand, why would anyone use a format SS:[MM] ?

Anyway, in ODF it is possible to have

    <number:time-style number:truncate-on-overflow='false' style:name='N117'>
      <number:seconds number:style='long' />
      <number:text>:</number:text>
      <number:minutes number:style='long' />
    </number:time-style>

so we may have to cope with this.
