Here's a sample showing the desired layout and formatting and what is possible
with Writer, using either line numbering or paragraph numbering.

Depending on exactly what formatting you want for the code samples, paragraph
numbering may or may not be an acceptable alternative. Writer's paragraph
numbering styles are not able to produce some common layouts for code samples,
due to code and/or design issues.

Since this task will be commonly thought of as "line numbering," and is easily
accomplished by the current line numbering feature--except for this option--it
seems reasonable that the option should be part of Writer's line numbering 
feature.

Whether it's a good idea to present code samples with lines long enough to wrap,
or whether the lines should be broken manually to give the code a layout that
matches the document size is a different question.

I can't see how this is an invalid request, just maybe not a very high priority 
one.

In any case, someone should give it a more specific summary: "Option to skip
wrapped lines in line numbering" maybe?
