Further testing with the XLS file format shows the following:

So Excel is able to do something without user intervention (make the date
readable in Works AND in more complete spreadsheet programs such as OO Calc)
that OO isn't able to do. Hopefully OO's save-as-XLS can be updated to save
date formats however Excel does it so that the date can be read both by Works
and by other spreadsheet programs.
Some users (who need to share their XLS files with people who use MS Office) may
have Works but not MS Office. These users should be able to preview their files
in Works to get some assurance that the files will be read properly in Excel.
Thanks in advance for your help.
