The tab page that implements the controller has not been created yet at that
moment. Given the following snippet of doc of svt::RoadmapWizard::declarePath:
"Note that all paths which are declared must have the very first state in
common. Also note that due to a restriction of the very base class
(<type>WizardDialog</type>), this common first state must be 0."
, the explicit enterState call seems superficial, as ActivatePage will enter the
first state (after creating the tab page) anyway.
