It depends on how these TOC entries have been created... As I can see, the
attached sample document has once been created in MS Word and then imported into
OOo Writer. So the collapsed entry seems to be created in MS Word (as it is not
possible in a different way there) and the non-collapsed in Writer. So we can't
fix anything here, sorry.
