Digging into our package, we overwrite the entire MANIFEST.MK with some custom
one which drops the Specification lines entirely. So ideally we shouldn't do
that. i.e. https://bugzilla.redhat.com/show_bug.cgi?id=615609
So putting that aside as a fedora-specific bug, this decomposes to just adding
lucene.jar as an additional fallback
