reopen, set prio to 4.
TV: as you correctly said, it is possible to write a German letter with an
English Office. The reason for this is, that all localized templates are already
in the english package. So there is no need to install them again with the
language packs.
Ok, this is no real Bug, but waste of approx. 3 MB (even more, when more
localizations are ready)
