I can modify my installed copy to change 'image/*' to 'image/png' for our purpose. However, the OpenDocument v1.2 specification 10.4.4 <draw:image> does state "While the image data may have an arbitrary format, it vector graphics should be stored in the [SVG] format and bitmap graphics in the [PNG] format."
