I discovered that this issue is in <OOo
installation>/Basis/share/xslt/export/common/body.xsl. I can modify my installed
copy to change 'image/*' to 'image/png' for our purpose. However, the
OpenDocument v1.2 specification 10.4.4 <draw:image> does state

"While the image data may have an arbitrary format, it vector graphics should be
stored in the [SVG] format and bitmap graphics in the [PNG] format."

If so, why would body.xsl file not also use image/png?
