These kind of bookmark names are not created by OO Writer itself. These are
typically generated when someone uses references in MS Word. So the mentioned
document must be generated somewhere in the past from a former MS Word
document.
But to verify what's really going on, please attach the target document to this
issue. Otherwise we won't be able to reproduce the issue.
