The behavior is because of the language attribute of the style in use was 
modified. 
The current implementation does set a new default language and then resets the
(hard set) language attributes of the text. Thus language set via styles is left
unchanged!

At time of implementation we had the following UI scenario:
a) Format/Default format was just changed to keep the language attribute 
unmodified
b) we had no way to reset the language attribute
c) 'Tools/Language/For all text' was implemented as listed above
Meanwhile we also have
d) 'Tools/Language/.../Reset Language'
which could be used as argument to revive the discussion about how 'For all
text' should work.

The choices are:
1) leave everything as it is and thus text with an explicit set style will keep
their language
2) 'For all text' should also change the language in ALL styles (not just the
default style), which might not be what the user expects or wishes to happen,
after he may have explicitly defined styles with different languages.
3) 'For all text' should now use hard set attributes which will also work but
contradicts the style concept
