Actualy I can' say how to reproduce this Issue;
It just happens from time to time;

About a month ago HDE saw it for the first time:

You have just a writer window open.
If you open Tools->Options by hand you get also the writer options;
If you execute the following with TestTool, you just get the options you would
see as you open them on the BackingWindow:
sub maiN
FileOpen "FileName","private:factory/swriter", "FrameName", "_default",
"SynchronMode", TRUE
wait 1000
FileClose
wait 1000
ToolsOptions
end sub

The clue is to open a second window and close it;
without that action, TestTool opens the correct options set.

I saw it right now on linux.
Any hints to track that down?
