The problem here is that even after reverting the fix for issue 112420, I could
not reproduce the loop, using the accerciser tool. This makes it difficult to
fix the root cause ... However, I believe there was a problem, so simply
reverting the workaround, without fixing the root cause, is not an option - the
problem would arise, again, which would be No Good (TM).
So, I just adjusted the comment in the ToolPanelViewShell ctor, explaining why
the code is still in (and slightly adjusted the code).
Note that the creating of the Accessible is not expensive per se. Since the
ToolPanelDeck separates its Accessible implementation from its AccessibleContext
implementation, the later even being in a separate library, and since the
context is *still* created on demand only, merely creating the Accessible in the
shell's ctor will not have any significant performance impact.
