OOo does respect LC_PAPER, but the libpaper implementation wins over that. So if
you have the "paperconf" command on your system, whatever that produces will win
over LC_PAPER.
Moreover that you have "Generic Printer" as you default printer seems to
indicate that your system does not use CUPS which seems odd for a Linux system.
If you want to set another default destination for OOo in such a CUPS-less
system, please use the spadmin utility included with OOo. "Generic Printer" will
use the command line "lpr" or "lp" (whichever is installed on your system) with
the system default destination (unless you changed that with said spadmin tool).
