The problem is that osl_getExecutableFile (called from getExecutableDirectory in
unotools/source/config/bootstrap.cxx 1.16, l. 523) erroneously returns a Windows
filepath (with '?' replacing characters that cannot be represented in the user
locale's text encoding) instead of a file URL.

According to hro, it is a known problem that OOo does not work on Windows if
installed in a filepath that contains Unicode characters that cannot be
represented in the user locale's text encoding.  That is, even if the above were
fixed, the next problem will most probably show up then.  Thus, hro suggests
that we should not fix this for OOo 2.0.

sb->atr:  Please discuss with hro whether to retarget this issue, or whether
there is already an appropriate issue of which this one is a duplicate.
