OOO320m12 (Build:9483)

Tables A and B are very different in-spite of having identical configurations
(Font type and size, spacing before, spacing above, spacing below and paragraph
format are the same for both Tables). 
Then why the spacing surroundings the text and consequently the row height is
different?   How can this be controlled controlled?
