This bug is not new - not reported before - I didn't fathom out how

Open new writer document (default)
Use any method eg Format - Columns to create a second column
Switch on non-printing characters
Insert a column break
Two paragraph marks shown, one in each column as expected
Save to a file using the Microsoft Word 97/2000/XP (.doc) option    (e.g. t.doc)
Close the file
Open the file
  The first column now has 2 paragraphs.

The sequence
  Alter the file
  Save it
  Close it
  Open it 
will add a paragrah each time before the new column.

Opening the file t.doc in Microsoft Word 97 will show that the paragraph has
already been added, so it appears to happen during the conversion to save rather
than the opening process.

If the first column is full before the save, the extra paragraph created will
cause an extra page to start. (No surprise) As the effect is cumulative,
repeated editing may cause unexpected shifts of 1/2 a page.

This can create havoc with formatting pages used to give A5 pages on A4 sheets.
I cannot safely interchange such documents with Word users.

So far as I'm aware, my default template style has only margin, font type
(Arial) and size (11pt) changes.
This fault will also occur in the middle of documents but I haven't analysed for
the conditions, i.e. whether it always occurs when a column break exists.

The other 2 .doc formats appear to do the same.
I note that saving to .rtf has a different error
