The "password to modify" feature is *not* a security feature. However,
user/customers have requested it as it has a value for their workflow in a
controlled environment. I agree that document signing is better, but it creates
effort to establish the necessary environment.
So this feature is mainly for converts from MS Office that are used to this
feature and either know its limitations or don't care about them.
