Please have a look at menu Tools > Outline Numbering. The binding of a paragraph
style to an outline level is handled there. And I'm sure, that your "Heading 2"
style is not listed there. If a style is bind there, you cannot customize it in
its properties but have to use the option and position settings in Tools >
Outline Numbering. If you do not bind the style via Tools > Outline Numbering
then you can customize the outline numbering in the style properties.
The default setting is, that all "Heading #" styles are bind to the
corresponding outline level. Does the problem occurs with a new document and
with the default document template too?
Please set the correct OOo version you use. I doubt, that it is the ten years
old 1.0.0.
