My OOo's locale is English and the extension's texts are indeed displayed in English. What I could imagine is that your OOo's locale is not English, but some language that is not covered by the xml:lang attributes in BookmarksMenu-0.6.2.oxt (en, cs, da, de, fr, ja). That could well cause OOo 3.2 to fall back to texts in "en" and OOo 3.3 to fall back to texts in some other of the available locales, probably "da."
