I can't confirm that. OOo install the C++ libraries and installs without error
message. It looks as if your system prevents OOo from installing the C++
libraries or they are just defect. Possible workaround:
Go to the folder with the unpacked OOo installation files and change to the
'redist' folder. Install these two vcredist*.exe files and start the
installation of OOo again
