Thanks to your advice, I printed again from Adobe Reader and from PDF-XChange.
I learnt that different factors combine to cause this issue, including
formatting, exporting, printer settings and type of PDF viewer used.
When the printer is set to "Light", PDF-XChange does not print out underlined
paragraphs, while Adobe Reader prints it out faintly.
When the printer is set to "Dark", both PDF viewers print out the underlined
paragraph, but still faintly.
The printing improved on "Dark" printer setting when I removed the underlined
formatting (Format>Paragraph>Borders>None) and replaced it with a line from the
Drawing Toolbar (View>Toolbars>Drawing).
The 0.05 pt. underline paragraph setting appears to be too light to be picked up
well by the PDF converter, PDF viewers, and printers.
Changing the paragraph border formatting in the original ODT file to 0.50 pt.
before exporting to PDF, combined with a "Dark" printer setting, seems to
resolve the issue, regardless of which PDF viewer is used for printing.
(Although the underlining still "disappears" in PDF-XChange's viewer at 102%
magnification).
The issue can be changed to "fixed", now.
