I suppose this is working as expected. The Help tips disappear after the time
you specify on the Accessibility tab page. The Extended Help tips are different
elements with often much longer text. It would be hard to read and understand
some of the Extended Help tips within 4 seconds.
It can be discussed that Extended Help tips should disappear within the
specified time when they are permanently enabled on the General tab page. This
would introduce some more complexity by interdependency of settings, however,
and I personally would not want that.
Feel free to discuss this on one of the mailing lists, for example on the
[email protected] list, and/or open this issue again when you can get
some support.
