i've looked at the attachment in OOo 3.3
(which should not have any changes relative to 3.2.1).
the description on the cited wiki page says that
the capital letters "ABC..." stand for CJK characters,
which are not rotated (when vertical), and the
small letters "abc..." stand for western characters,
which are rotated (when vertical).
in the attachment, the CJK characters are not rotated,
and the western characters are rotated.
so it seems to me that OOo actually implements
what is described on the cited wiki page.
therefore i am closing this issue.
if there is something that i have overlooked,
please re-open the issue and describe in
detail where the difference is between
the Wiki page and the OOo implementation.
