Our style guide wants the captions below the tables. There are many references to the tables/captions. If I delete an old caption and create a new one below the table, I lose the cross reference. If I cut and paste an old caption, I lose the cross reference. It would be better if the caption were part of the table (and figure). The caption should be set on a tab from within the edit table dialog. That tab should specify whether the caption is above/below, which paragraph type to use for the caption, whether the caption repeats if the table breaks across pages, how much vertical space separates the table from the caption, etc. This way, we could change caption position, location, repeats, without breaking cross-references.
