Those should point to the corresponding styles. Format.Character affects the text inside the link and will produce a text:span element. "Internet Link" and "Visited Internat Link" appear in the list of styles the user can see. The user can modify them, in a template for example. This possibility makes no sense if the styles are not associated with the generated text:a elements, because the document is not portable.
