I am building on rajagopalsow's additional comments. I was not able to duplicate
the results running MS PowerPoint 2003on WinXP SP3. 

1. Create a new Powerpoint presentation. 
2. Add footer to the slide, with new footer text (e.g.” Footer” in footer 
text tab in the dialog box). EDIT - bahughes: You need to go to View > Header
and Footer to add Footer text.

Step 3 cannot be accomplished without going into the Slide Master View by
navigating through View > Master > Slide Master

3. Realign the footer by clicking on the footer and dragging it when a four
headed arrow appears on top of the footer. Drag it to the bottom left corner. 
4. Save the Powerpoint presentation with .ppt extention. 
5. Now open the saved Powerpoint presentation with OpenOffice Impress. 
6. OpenOffice Impress maintained the Master Slide formatting from Powerpoint and
the Impress slide displays the footer on the lower left just as on Powerpoint.
