Open new drawing from Quickstarter
>Insert >Picture >From File

You can move the picture and grab the corners and change the size.

Right-click on the picture >select "Position and Size" and you get the position 
and size menu.

The default should be that "Keep Ratio" is highlighted but that is not the bug.
The "Keep Ratio" feature does nothing. This is the bug.

There are 4 sides and 4 corners handles on a picture. On most packages that 
have 
a "Lock Aspect Ratio" feature, it is easier to get to, ie: it would be on the 
right-click menu.

===> Here is how it is supposed to work:
When Locked, the Keep-Ratio" lock has NoEffect on the side handles.
When Locked, the Corner Handles ONLY move on the diagonals, directly towards 
the 
opposite corner.

When Unlocked, the corner handles can be moved in a circle or anywhere else.

The analogy bug to side handles would be if side handles were unlocked, they 
would move around in any direction. Side handles normally don't get unlocked in 
draw programs.

The test for a fix is when you change the size of a circle, it has to remain a 
circle when it is changed with the corner handles. It should work on a circle 
"basic shape" and a ellipse "basic shape" but neither will lock.

I tried Circle, and Ellipse and Pictue and none of them lock aspect ratio as 
described above. >Right click > position and size > keep ratio
