solution avoids the layout loop by suppressing the format of the lower frames of
a table, if the table doesn't fit on the page and isn't allowed to split any 
more.
But the layout still doesn't correspond to the one in Microsoft Word, because
the import of table-in-table still moves the inner table into a frame, which can
not break at a page end. This will be solved - as mentioned above - this issue
25680.
