Actually the problem is not with the PDF export but with the metafile graphic
contained in the bug document.
PDF export in 2.0 supports a new feature: thick and dotted lines (see issue
33091). This uses a feature contained in the metafile format which was ignored
in 1.1. The problem in this case is that the lines (circles and rectangles)
contained in the metafile are wrong; this must have happened during the creation
of the original metafile.
So a fix could only be made in the code that created that metafile, not in the
PDF export. For this one would have to know how the original metafile was
created.
