One way to check whether it is 3.0 format or not is to open the file in ascii editor. HWP 3.0 file shows 'HWP Document File V3.00' as initial string. With this fact, I believe that your file seems to be different version. Currently, OpenOffice.org 2.0 is not able to support higher version of HWP format because it is not open to public. So, I will leave this issue as 'closed fixed'. However, there is a room for improvement. OpenOffice.org needs to check initial string and give error message if the format is not supported.
