That's the way you have to do it in OOo:
In a new empty document, set style to "Text body" in the beginning. Now save the
document as new template via File.Template.Save. Goto File.Templates.Organize
and double click the template folder where you put your new template. This
should now be visible. Right click on your new template and select "Set as
Default template".
Now you should have the empty document with "Text body" as your new Documents.
