After performing a fresh install of ooo680m100 (as Administrator, for all
Users), unopkg fails with the following exception until ooo is _used_ the first
time by Administrator. Apparently, the component registry gets initialized
during the first _use_. Since the Administrator account often is used _only_ for
installation (never actually using ooo as Administrator), this initialization
should be performed from within the installer in order to be able to install
additional _shared_ components after ooo-install.

How to reproduce:

1. Fresh install as Administrator, for all Users
2. Do _not_ run ooo as Administrator
3. Try to install an additional shared comp. or simply try to list them:

cd "C:\Program Files\OpenOffice.org 1.9.100\program"
unopkg list --shared

Result:

unopkg prints the following:

ERROR: (com.sun.star.uno.RuntimeException) { { Message = "No valid file URL in b
ootstrap.ini: file:///C:/Documents%20and%20Settings/Administrator/Application%20
Data/OpenOffice.org1.9.100", Context = (com.sun.star.uno.XInterface) 0x0 } }

unopkg failed.

After _running_ ooo as Administrator, it correctly prints "<none>" in the above
case.
