Hi

As we use unicode for our translation, I think UTF-8 is more appropriate than
the Windows code page 1258. So, the entry for Vietnamese in msiencodinglist.txt
should be:

vi 0 1066

I wasn't able to confirm if this fixes the problem
(http://www.vnlug.org/viooo/shots/fontbug.png) because the installer refused to
run, even when I switched back to "vi 1258 1066". I guess a full rebuild is
needed after all.
